I believe that Quatloo will be added outside of the voting. Recently, my own coin Cannacoin (CCN) was added to Cryptsy despite not having a majority of votes there. My discussion with CryptsyMatt leads me to believe that Paul just takes time to research each coin before adding it.
I am currently focused on getting QuatlooCoin (QTL) and CheckoutCoin (CXC) added to Cryptsy for all of Markus and the 3angle software projects to be utilized to the full-extent.
