I am currently in search for a new provider (Virtual Debit Cards with can be loaded with bitcoins) which does not have that ridiculously low load limitation ($250) and which can be bought without any identification. I am using the card a lot for online purchases, so I can indirectly pay with bitcoins.

Yeah, the new regulations in Europe is pretty frustrating for anonymous bitcoin card users.
All the virtual debit card providers that support bitcoin seem to be adopting this new regulation because most is based in Europe where the new regulation takes place. I would strongly suggest getting verified with just one of them, i would recommend wirex/bitwala, they are the simplest ones to use. However, if you are willing to take the risk there are still a few that will give you nice limits without ID.
Bitplastic.com is one of the oldest out there but is extremely dodgy. As you can see the UI is outdated af. Only use this as your last refuge, if everything else fails. What I would recommend though is go to advcash, register an account, go to changer.com, exchange your bitcoin into advcash, and get a virtual debit card that has like $3000 per day limits i believe. However, you are trusting a company in Belize...
About Bitplastic.com, it seems that they are offering physical cards, but as I said in my post, I don't really need a physical card since I am only doing online purchases. And I've checked advcash out and it seems that they also have the limit of 250 now, so this is also no an option for me.
It seems that most providers are using wave crest banks and since the new EU regulation will apply to them it will affect every provider which are using wave crest holdings. Is there any other provider which uses a bank outside the EU?

I don't really understand, this seems far from anonymous. You as a seller can log/save the PUK and card number or whatsoever, so you are the single point of failure which means that for example if you work with some goverment, these sim cards can be traced hence they aren't anonymous.
If someone really wants an anonymous sim card, don't buy one online. Go to some foreign country (if it's possible) or to some far away located shop and buy the sim card there. In most countries you can register these cards with some random information. There are countries like Germany where it is now required to identify yourself in order to activate a prepaid sim.

I am interesting in buying a virtual card to use it with paypal. I am not loading the debit card with paypal though, it's just for paying online through the debit card. So is it possible to add the unverified debit card to paypal?

Are you talking about the physical cards or virtual cards. I am asking this because I haven't noticed a change in the limits yet. Right now, I still have the "Lifetime load limit" indicator bar which shows a limit of 2525 USD.
Well, here is my story. I was looking for spotify codes in the marketplace and saw that "d3m0n1q_733rz" guy pming me about having one he would sell me for 20$. Because this sounded quite suspicious I asked for an escrow. Since then I've never got an answer. This doesn't proof anything but it's still suspicious.
Further private message exchange shows that this user seems non-legit as the seller presumably cannot provide a proof that he actually is in the belonging of the spotify codes he was going to sell me.

It seems there's at least 5 people now having problems with cards like that. I've just checked the cards that I use, they still work. mBank started blocking cards for other sellers 2 weeks ago due to suspicious activity (namely instantvcc), but they spared us, because we had some connections to the bank. But mBank is now opposed to the idea of people reselling their cards, which is a new thing.
KOREKTA SALDA - OBCIĄŻENIE - balance correction, usually that happens when incorrect fees were charged on your card some time ago or maybe some transaction got canceled.

I am a bit scared of using the card now lol. Does this apply to both card types or just the VISA WK cards ?

The site instantvcc.eu stopped working. All cards were sold by instantvcc.eu and they locked by mBank.
Your cards are from mBank too. Do they work or not now?

I might be interested but I would use a bitcoin escrow service ... You can't expect from us that we should trust you since you are quite new here.... ( I am also new here but well I am not the seller
