What are the short-term prospects for the project? on which exchanges are already located? 
Only etherdelta. Other exchanges will maybe follow somewhen in 2018, no one knows exactly.

Does anyone received token from 3rd batch? It seems that 2 pods finished.
Only a small portion of Batch 3 tokens will be released with these pods. Everything else (Batch 3 and 4) will be released when the other Pods are up and running. So the answer is no, there are no Batch 3 tokens released yet.

Does anyone know if pods 3 and 4 had their concrete poured yesterday, per the timeline?
The timeline is only updated once week usually. As you can see, 3 Pods have been built (and completed) so far and 9 more are under construction. One Pods construction time is around 8 weeks, but inspections could take more time and can't be well managed. But since the first Pods have been approved, the other ones should theoretically be in a sprint mode. That is the reason, why it is expected that the ones under construction should be ready in December/January.

When is the end of ICO? Can not dicide if this project is good for investment? Is anybody here to consider this project successful?
ICO is over. Tokens will be listed somewhen at the beginning of 2018 probably.

A part of the batch 3 tokens will be released in the next few weeks. The rest of batch 3 and batch 4 are currently planned to be released in December, when further Pods go online. But this is an estimation and those where wrong most of the time in the past. So you could also expect Januar or February easily. December -> best case.

You can set the four rates for renting out your tokens in your dashboard. The rate you set is applied to all of your unused tokens. At the moment, only the lowest rate is rented out to 100%, because there are not a lot of small miners (for which higher rates apply) active at the moment. But this should change when Pods are powered up and smaller miners will join the club.

There was an official confirmation of Gigawatts CEO yesterday that inspections have passed for the first Pod and that they are going to bring miners up for Batch 1 and 2 token holders in the next 2 weeks. So it seems that we have real progress in the project now.

I was reading that there were issues with permitting for the newer facilities?
What exactly? did not see such info.That is true. There are several delays because of additional UL inspections which were needed on Bitmains PSUs (which were not accepted) as well as non labeled fans. Gigawatt is no in the process of building their own PSUs but at the moment, there will be a delay of several months for some of the token holders.

That is not true, there are people already mining, tokens are being rented out and generate profits for some.
People who are mining are legacy customers or early buyers who sent their own equipment. They are mining in the existing facilities. The new Pods are not officially mining yet for token holders.

How do I buy WTT to start mining for up coming batch? What batch is currently mining now?
None are mining, and WTT batches are not necessarily connected with equipment buys anymore. According to the latest official information, early buyers should start mining in the next few weeks. For others it would probably be Q1 2018 only, depending on their queue in the mining deployment schedule. But there are several delays.
Please keep in mind that you need both, WTT AND equipment to mine with GW. Just the tokens will not mine anything, but you can rent them out.
