I'm not sure whether banned user can give merit, but if you can in your case it will be seen as merit abuse and essentially useless because your current account (Bliznec808) will also be banned if posting outside meta
once you are banned, you and all your alt accounts are prohibited from posting in this forum

Copy and pasting is your fault. Your banning has absolutely nothing to do with the post being merited by someone. It's because the post is plagiarised.
To whom to write?Most likely because of plagiarism. On the first page of your post history you only had one legit post that looked good at first and it was merited too.
