Coinbase Explanation of Fees Help

I was crying last week when I was charged $15.65 to transfer my tiny bitcoin amount to my Bread wallet.  The transaction was for 0.00870414 BTC equal to $151.86. Now my BTC is 0.00781499.  I thought Coinbase fees were 1.49%.  I was charged over 10%.   And it looks like a company called BlockCypher made the transaction.  Are these their fees?  Any help in understanding what happened would be wonderful.  Also, is there a way to avoid these high fees?  I have more to transfer.  Here is what they sent me:

We do not charge a fee to receive and store digital currency, or accept merchant payments.  Any transactions sent between Coinbase customers by email address take place off-chain (not on the blockchain) at no cost. Coinbase does not pay the network mining fee on behalf of customers for outgoing digital currency transactions.  When buying or selling digital currency on Coinbase with a bank account or fiat wallet, the conversion fee will be displayed prior to confirming your order and will vary based on your location, payment method, and other criteria.  For more information about fees, please refer to this page: https://support.coinbase.com/customer/en/portal/articles/2109597

I'm a total newbie and so I want to check on the forum if these people are legit or are they possibly scamming people for their BTC.  Plus by posting here perhaps it would keep others for falling for this if indeed they are scams.  Thanks and Happy Holidays to all!

First is from an e-mail from someone I contacted regarding mining:

My minimum investment is $500.  This is how it works.  My miner is very compatible with blockchain wallet.  You have to create a blockchain wallet
(go to [Suspicious link removed]).  Do not verify your email address until the miner has been installed to your wallet (after that, to install the miner, you need to send your wallet id and password).  After i am done installing the miner,you can change your password (for self confidentiality).  Then you can fund your wallet.  For instance, If you start with $5,000 you make $10,000 in 2weeks (but you have to send back my commission which is $2000 [20% of your profit] failure to do this will force me to deactivate my miner link from your account).  I need to know your investment budget so we could commence.  I await your response.


The second is from someone in Switzerland on Twitter:
