BTC is too decentralised for one government to control. However government regulation over exchanges is needed to weed out potential scammers.
This will build trust from the masses and enable widespread adoption of BTC.

At present, bitcoin is not outperforming PayPal. The entire marketcap of crypto is not up to $500B while PayPal's annual volume exceeds it.
However with the growing awareness of crypto worldwide, BTC might one day outperform PayPal.

Op wants to give out free coins to enable widespread use of the coin. BCH fork started this method and it has gained popularity since then.
His idea of not using technology, I presume refers to not having to mine the coin with a rig.

The major inventions have already been made. New ICOs are only trying to improve on the existing foundation - which is good because it will keep developers of older projects on their toes.
Competition is always good in any market situation.

I think Bitwala is trying to bring crypto newbies into the system.Most newbies would prefer to store their coins with a safe custodian till they're able to learn the ropes themselves.
