I'm afraid it's written with US in mind, but might work in other countries, I am not sure. As far as online, you could sell them for BTC or PayPal (or other altcoin) but otherwise I don't think there is really another way to cashout and certainly not for their full value.

It may work in other Countries like Canada, but I do not know, hopefully someone can test in other countries and let me know
