can you give some more details on the client not opening? does the client window ever display or does it just never connect to a server and sync/display a transaction history.
if you can get to the preferences options, what are the settings for connecting? Are you trying random servers if the selected one is not available?

1.8, the latest version for windows.
I deleted everything about Electrum in my AppData folder. Since then everything has been working fine. It was odd, but I'm no longer having problems.
If you are trying to spend newly generated bitcoins, then waiting is your only option. You'll have to wait until the inputs have 120 confirmations.

That is so. These bitcoins have been around at least a month.
I just restarted my computer and electrum won't even open now.
Update on this error: I'm trying to send bitcoins with electrum like I always have, but I keep getting this error. This is new, and I've never had this before.
I've tried connecting to different servers, but this issue keeps happening. Is this happening to anyone else with electrum? I'm using the latest version for windows.

A suggestion though:
Under each bank have a drop down list or something similar of the different coins for sale. A buyer could then click whichever order they want to get and receive contact information for the seller.

I guess you can buy a prepaid Visa card and send $ to BTC-e that way? I think they sell $500 cards, I hadnt considered that.
Do they still use liqpay? When I tried to use that program on my phone it gave me some error in Russian

Now with that being said, I would rather use my cc for most transactions today. Why? Because there's a 10 dollar difference between the high and low price of bitcoin today on MTGox! You can say Bitcoin doesn't rely on Gox, but remember what happened when Gox's engine started failing?
I did pay for my VPN and other things with BTC because the anonymity behind it is genius, but until the price settles down I'm not buying anything with my bitcoins.
