You are both somewhat right and somewhat wrong (Yes they quote August 15th 2018, yet they didn't post this about the disabled wallets)...
More specifically, because the August 15th date had nothing to do with the disabled wallets; it was posted regarding the completion of code for the Bitcoin Cash hardfork and it was posted by WEX as an official update on May 14th 2018!
WEX posted a link regarding the hardfork on May 14th and the link led you to a publication that mentions August 15th as the expected timeline for maintenance, but it was for the Bitcoin Cash Hardfork... The Article was published on August 8th at
