A good way to differentiate a good ICO and scam ones is the amount of funds that have been raised in the pre-sale. I know most ICOs don't post this info / don't have a pre-sale, but I generally never do a bounty that doesn't have some pre-sale amount, unless the hype for the ICO is incredible.

Since, you sound like a newbie in trading world, I would recommend you to divide your investment in 3 parts, put one in ETH, one in a coin of your choice, you can take a risk in this by going with some ICO or altcoin based upon their project idea and the last one in BTC. But don't invest in BTC at this point. BTC is pumped almost 30% in past few days which isn't a good sign and can undergo a dump if ETF doesn't get approved. So, wait for a while before investing in BTC. But go ahead with investing in altcoins where almost all are at bottom.

Just read this Blockstream blog, and I am excited to see growing research on scaling solution and how things would really different (read awesome) down the line.

Personally, I think the BTC price will go up and down several times in different order. Talking seriously, it's hard to say how much the price of each coin will look for in the future. But if you want to buy coins now, I suggest this is the right time to buy it because now the price is red. So you should immediately have it.
