No way, firstly you need to buy btc or eth with credit card. There are variety of services, but I prefer Indacoin.
Then you can simply change liquid crypto for erc-20 token. There is a small sense to change erc-20 token on fiat immediately due to volatility

I think so,because this is not actually exchange. Their primarly goal is making "blockchain smart city".
