The premine is exactly for the utility of actions earning on websites. We are designing it at launch in a way that encourages both earning AND spending. There is a cost to many actions, and this will be a liquid model that can be adjusted once we have live data. What we launch the first media site with will not be it's final goals and earnings model. Users will not be able to withdraw until we feel people are comfortable with the model and our economic approach is deemed solid.
