Hmm, I thought that there weren't any restrictions on the participation country. Maybe it somehow connected with Chinese crypto ban.
I heard about same situation in Japan. First thei government allowed crypto, now - nade a huge taxes (up to 50%) and all cryptoguys/organizations have to have a license.

Don't you heard about price manipulations? It's prohibited to say about the listings before the listing for the token creator because you can make a huuge price growth.

Is it possible to place white paper in Russian? Recently, ICO they are very popular among Russian-speaking investors.
I read somewhere in their chats that Saifu are going to publish a new WP in different languages on their website. Maybe they'll include Russian in those list.
