Weight is simply the amount of coins + maturity time you have on the network. The longer you have your coins in the wallet, the weight gets bigger thus allowing a better chance of staking. The reason your weight might not be exactly the amount of coins you have is because the time and weight resets on coins that already staked. Network weight is the amount of coins staking throughout the network
