Since Facebook has banned ICO advertising, most of the ICOs stopped FB campaigns but as an organic activity, wceyone is free to post anything about ICOs. Regarding bounty, yes ICOs are now lacking interest in Facebook bounty as they think there is not much scope on Facebook. You can still find many fb campaigns and join them.

Yes there are people who are earning a lot more. It depends on the strength of their social profiles because if you have more followers in twitter you will get much better bounty rewards.
