If they also have a seed funding they can easily develop the project. a lot of gambling sites don't need to make an ICO but they are able to develop a great platform.
I think that the project was conceived as global and of high quality, so the developers needed to attract investors with additional capital. More means gives more opportunities.

No. Developers will not renew the ICO. Today is the last day when you can buy tokens during the ICO. Then you can do it only on the crypto exchange when the project starts on the listing.

I think that there is no problem to make a business plan for developers, they launched the project, so they must have calculations on the potential development of the platform for gambling.
