Flexpool is the most stable for me, it's better than Nicehash and binance pool I always feel cheated when I use binance pool, my 24/7 reward is always way lower than what minerstat calculator says
I also use Flexpool, not for ETH but for mining an another one and I confirm, the miner is totally stable, never got a problem of connection or something else!

Could you explain a bit more how you will work on the layer network ? I mean, what is the proof that it will be possible to improve this layer and the performances ?

Re: Any FREE linux distro for setting up small rig 4cards?
You can use Ubuntu as it works well for what you are trying to do.It is not mining specific but it can easily be made to mine like I am doing at home with my 2 x GTX 1050 ti,and for the card that runs at 82 degree Celsius it is a small fan factor which is running inside my Z workstation that is why it stays 82 degree all the time.
You just download the specific miner,in my case is T-rex because I am using Nvidia cards only at my home workstation. You edit the script files with your wallet and then run them with the command below for example to mine ETC:
./ETC-2miners.sh
The latest version of Ubuntu automatically detect your cards most of the time so I think you should have no problems with it.
82°C isn't safe to say the truth, work on the thermal paste and thermal pad atleast to run the cards at lower temp, or run on hiveOS and downclock to use low power which will reduce the GPU temp effectively
Or just to use a pushing fan because it seems to be a RIG so for sure, all graphic cards are close to each other. The last time I had this kind of t° on a graphic card, a flame appeared and burnt a component of the card...

I also use Ubuntu and I didn't have any problem for recognizing all my RX 570. Even if you are not familiar with Linux, you easily find all command lines to type with a quick search on Google.

As said before, it's possible with leverage with even less initial capital. But, when you analyze the price of cryptos since the beginning, the less risky way is to buy and never short! Buy the bottom but don't try to short the (potential) top, moreover if you use leverage, it's the best way for losing all your capital

Re: Government to Develop Cryptocurrency Regulations
The same here in France, government named a former bank manager to study how to regulate cryptocurrencies activities in the country. Idea is not to ban them, but to be sure everyone who trade crypto are paying taxes and don't use crypto for illegal activities.
I see that, it's good for use

Interesting question, he introduced himself as digital cash, but after 10 years we see that we can still very little use it as such ..
