Looking on your post history, I see a lot of posts on "Altcoin Discussion" board. This board is well-known as a place for spamming and post-farming. Besides, your posts in this board are usually one or two lines in length only. Maybe that's why the manager of cryptotalk rejected you.
Can I ask the manager why he did not accept my application ?
Yes, you should. Normally, bounty requrements are mentioned in the annoucement. If they aren't or you are rejected for unclear reasons, you absolutely should ask the manager. Knowing a manager's requirements, you can improve yourself and join their following bounties.
Improve the quality of posts first before joining a campaign ?

Inspirational stories from self-made promoted users, in which they admitted themselves "shit posters" but they changed and became high ranked, respectful members. Changing to become better is never too late.
In conclusion, I think you're being distracted by signature campaigns. The best solution is improving yourself first: join quality discussion and give your opinion. Good thing is your English is excellent, providing that you're an Indonesian (I guess).
