The cancellation is true.
There is no release plan in may 2018.

Russia can have good exchanges but it's not appropriate to compare Bittrex with Livecoin.

It's not completely dead. Good investment or not? DOGE price is low now but it still depends on how long you can hold the coins.
In fact many POS coins you can stake perhaps once per month and still can earn roughly equal to those stake 24/7. You only lose some compound interests which are very small in amount.
I'm just wondering why altcoins and bitcoins are using different terminology even though they are both cryptocurrency . Is it because bitcoin is the first crypto who launches successfully?

The soft fork was supposed to implemented. But there is a bug. So it will be delayed while a solution is to be found.

I guess it's just a pump and dump (as always). So a stronger decline today means a stronger rise tomorrow.
I feel like there are too many alt coins but this is an opportunity for newbies to learn how to trade and understand the concept of it.
I don't know how many is "too many". Every coin can be launched for its own reason.
So the problem is not "too many" altcoins. I believe the real problem is that there are still "too few" good and trustable altcoins available.
I believe it depends on how you define scam.
For example, many people still think that all cryotos including Bitcoin are scams.
For me, NXT is one of the best alcoins. It is still not as trustable as Bitcoin, though.
