It seems like something is wrong with PHS anyway, blockchain is stuck at 1553366 for months, mature coins don't stake, network weight is zero.
Probably needs some fix...
If so, then the transactions won't work either?

Maybe there is a fork, not sure. What is the hash of your block 1520998?
Type 'getblockhash 1520998' in debug window.

But it still doesn't work. The download of the blockchain is stuck at around 1520998.

is my wallet the only one that works intermittently? active connections no more than 3 and more than half of the POS transactions have no confirmations. what could be the reason?

- загрузить скан-копию каждой страницы в хорошем качестве.
То есть вы ставите свою подпись и грузите скан со своей подписью. Еще и в нескольких вариациях (если будет несколько страниц). Впервые вижу такое требование... Нужны юристы чтобы что то дельное ответить, в чем необходимость такого дока, имеют ли такие сканы хоть какую то законную силу (по моему врядли этот документ куда то годится), и может ли быть твоя подпись как-то скомпрометирована...
