I asked on Facebook why the Quebec Gov't was trying to shut them down and this was the response:

PlexCorps confirms, in contradiction with the allegations of the AMF (“autorité des marchés financiers”) from the Quebec province in Canada, that the headquarter of PlexCorps and its products PlexCoin, PlexWallet, PlexCard, and PlexBank, are located in Singapore and thus subject to the laws in effect in Singapore.
The AMF (“autorité des marchés financiers”) does not have any jurisdiction outside of Quebec, Canada, and can not ask in any case for the shutdown of
www.plexcorps.com and
www.plexcoin.com websites. Likewise, they can not ask for the closing of PlexCorps and PlexCoin’s Facebook accounts since there are no installations of any nature present in the province of Quebec, Canada. PlexCorps’ project is legal and under regulations; it can not be stopped.
Because of the high volume of emails that we receive, we had to engage three firms for the management of our social media, one of which is based in Quebec, Canada. Unfortunately, we had to terminate the service contract with this enterprise due to this publication by the AMF (“autorité des marchés financiers”) concerning them, in order to preserve the credibility of our enterprise.
Thus, we have removed their access to our social media and recovered the files, images, sounds and texts they had in their possession for future publications.
Important: The social media management contract is now terminated with this firm and the PlexCorps and PlexCoin projects will continue and not be affected. Thank you for your comprehension.
