I think BTC is decentralised as much as possible, there will never be a fully decentralised currency as long as technology keeps changing and improving, someone needs to update the code or be able to fork. Unless of course an AI controls and auto-updates the currency.

I can use the privkey of other addresses in my old wallet right? Only the address with all the coins is to be left alone after I import it into BCH wallet. Or are all those keys / addresses subject of risks?

I wonder what is the definition of low value. Value is relative. to one person it might be of high value and relevant while to another it might be of no value. How will you determine if something or a post is of low value to everyone?

nope, simply because bitcoin is just a currency created by an individual rather than a state or institution. It is not being regulated and people cannot use it as a measuring stick for value of goods since it is too volatile, fiat on the other hand is the symbol of a state being the legal tender of a country. I dont think digital currencies will ever replace fiat.

if your lost bitcoin its means that address bitcoin without private key i think yes, that bitcoin wouldn't saved until the owner of thaat address take that bitcoin with the private key that match with that address

The bitcoins are finite, and the US can borrow indefinitely. I think it is unlikely that BTC will completely absorb all the finances. If there was such a threat, I think governments would solve these problems.

china does not hate bitcoin, they just make the bitcoin price decrease and they will invest in bitcoin. so they will benefit greatly if bitcoin prices increase
