Yes i totally agree! Maybe 8/10 doesn't have any value and some have but still very low price. Many devs are just using ICO to collect money but doesn't have any plans on developing the project at all even though they are listed in some exchanger.

That would be hard for ICOs and STOs to move forward if the btc price will fall at $1k because if you check 2018 ICOs, they are already suffering from btc price today. Some of them are still extending their sale due to bearish market.

I think it depends on the project because many ICO projects extending their sale due to not enough funds collected to continue and develop the project. They will tell you the duration but its not guarantee that they wont extend.
