I think why government is doesn't like cryptocurrency because they think if cryptocurrency will make them real currency will get a loss.

Yes thats the main issue, governments having negative thinking about the crypto.
HODL is not the ONLY policy but ofcourse the most secure policy is HODL, but some times it gives you big loss. I am HODLING 128k REBL for a year now, during this period REBL went to 1200 satoshi and now they are at 150 satoshi.
panic sellers have a specific reason why them do that, because what they do certainly avoids the big losses on the investment they have by selling the existing assets or they can lose everything they have
