Tried to download the wallet from the link, got an error "cloakcoin-qt.exe - System Error The program can't start because LIBEAY32.dll is missing from your computer. Try reinstalling the program to fix this problem."

You need to install OpenSSL. You can do so here: https://www.openssl.org/related/binaries.html
Installed OpenSSL now, still have the same error.. Just tried to download an earlier version "cloakcoin-qt-1.9.5-windows-jun25.zip" and did not get any error.
Is it just the latest version you need OpenSSL installed?
You can just download the missing.dll and put into the system32 folder.
This is absolutely true - though who knows what or where this file will come from. Googling dll files isn't really a safe practice. I'm really uncertain why installing OpenSSL didn't resolve the issue.
you used Win32OpenSSL-1_0_1h.exe ?
Aha, ok Win32 fixed it! Downloaded first the Win64 one since I'm using 64bit system.
As mentioned, if it is in any way possible. The devs could add this to download or to the software it might be appreciated by newcomers.

Sure, this is it, it's got a typo as it says 1.5.9.1 (when infact it's 1.9.5.2)
Will get that changed.
