Did you try -I 13?
How much RAM you have?
How many cards? OS? Drivers?
Try --shaders option and other versions of cgminer, 2.11.*, 3.1.*, 3.4.*, ...

I got it working with Windows 8.1, Catalyst 13.11 beta8 AND the files you provided.

Super late edit: my original issue was the cgminer version provided with GUIMiner, 3.7.2 works fine with Catalyst 13.11.

Where did you find those 5970's? 

Note: you can use Phonenix within guiminer, just click File/New miner and select it.
The flags are different, -v -w 128 in poclbm equals WORKSIZE=128 in phoenix, and -f to AGGRESSION=.
