What measures were put in place to correct the irregularities especially if repeated for this new one?

All of this is very possible, but let's not get ahead of ourselves like we have the proof already.
When people accept something as a fact without proof, even if they are right, they stop looking for proof as hard as they otherwise would.
Also there wasn't one "kid", there was a whole team of researchers.
And the "BITCOIN is NSA" part, a bit of an overreach, not that it would mean that Bitcoin is bad even if it was true.
Let's not forget that Tor was developed by US military and also the Internet and neither was a secret nor was bad for humanity.
Sometimes government agencies want to be anonymous as well. Especially if they like getting involved in other government's business.
It is not that black and white. Sometimes governments need to mask their operations by hiding in the crowd, so they gift the weapon to all, so no one knows when they use it and when their weaker enemies use it.
And when their weak enemies use it, it just gives them more justification for their existence.

Seriously, it's crazy to sit by watching price change and then swing to action at such short fall or rise.
Anything other than that makes you a simple robot, no life away from keeping your eyes on the charts...and how many exchanges/currency interchange can a human possibly handle simultaneously?

The more appropriate question is why is it still up in insanely high amount of 1300% from the previous ATH? Not why it's made a tiny retracement from the bubble high.
The peak of 20,000 was not a real price bought by the whole market - it was just a peak bought by a few traders. Since the craziness ended there that peak is gone and the price stabilizes to where there is actually support.

The crazy ascent to ~$20,000 started from ~$11,000 level because I can remember very well I wanted to buy some coins a Tuesday morning (local time) and was waiting for it to come down from 11500 but on the contrary it took speed and raced through to $20k.
Normally, $13,000 is a very reasonable base after kicking off from around $11,500 price.

If it's already do, are you sure just sit the closet meanwhile you can do a better project, you have first idea so you should know how to make that better.

Your own idea will surely be unique unless an insider gave out your full features to the competitor. However since it's just an idea in development, you can juice it up with more robust features.
Execution is what really matters, if you execute rightly even competitors ahead of you can be overtaken in very short time.
