I don't know if the UI problems above were, Start button, cortana and task bar not functioning properly but..
I did multiple fresh installs of windows last weekend trying to figure this out. After the DDU, I would usually end up with the start button not working along with cortana and some of the task bar features. I found a solution for this.
1- Right click on start menu and click on Run. "For those who the start menu does not respond with right click, right click on taskbar - click on Task Manager - from File menu on the left upper corner select Run new task".
2-White the command regedit and click Enter.
3- Go to path [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\WpnUserService].
4-Double click on Start from the right side.
5-Change the value data to 4 then OK.
6-Reboot
Now my start button, cortana and task bar work as they should.
Ended up with 1709 updated before turning off windows update. DDU and installed Beta Blockchain Aug23rd and MSI afterburner Beta 16 (maybe 19).
Maybe this will help someone else.
Thanks for the possible UI fix. I keep getting periodic crashes on my rigs after 1709 with Aug blockchain drivers and custom bioses that worked fine with 1703. I've just been living with UI issue since it's still functional for mining and I don't game or do anything on headless mining rigs.
I really don't want to downgrade to 1703 since I'll likely have to go back to 1709 soon enough. I wish AMD would just do another blockchain driver but I doubt it. I also don't want to stop using custom bioses for overclock, undervolt, and straps. It's so much simpler than relying on the occasionally buggy claymore miner to do those settings and/or afterburner. But even with the latest AMD drivers I couldn't get 1709 to work because some cards wouldn't stick when I changed the the setting to compute. It was a mixed 580/570 system, and only the 580 would stick.
It's interesting Vann says he got everything working with no problem on all 580 or all 570 systems. I'll have to try again since I'm on 1709 with blockchain drivers but every day or two a rig goes down for no apparent reason.
I usually disable all services that allow updating, but periodically update when major win releases come out. Never again. This time was a shit show.
