Each participant will recommend to you to join the project, which he considers good. But I recommend to use your own head. This will help you choose a good project and gain experience in ICO. Learn to be independent. Here is my list of ICOs to participate: NEX, Hycon, Cardstack.

There is no best, best is subjective to the person who will be paying the money to participate in an ICO.

I will start off by saying that I'm a novice.
With that being said I would use the ETH and buy something else that is currently devalued.
My motto is everything is on sale until we're back to a bull market.

I keep myself from going crazy froom the red by purchasing small amounts of the alts I believe in weekly.
$20-$50 adds up weekly for coins that are on sale.
