I think the main issues are these:
1. Skrill is a reversible and high risk payment method. It is similar to PayPal. This means you can dispute the payment after you get the coins and have the $3918 charged back.
2. USD 3918 is a large amount of money. With your account opened just a month ago, a reversible payment method is seen as a red flag. It makes people nervous.

When preev rate was 8000-8200 I did write on localbitcoins to 3 peoples who sell BTC from 9400 to 10200 and buy BTC for 6500-7000. I ask is it possible exchange by 9000 and all 3 say me NO.
I think many peoples buy BTC with crzay rate near 14000-19000 as was before and now not ready sell it with low rate, from traiders going to investors....
I beleive in deals when it 10-100 or 200, maybe max 400 usd, but all other looks like no volume for exchange. Also in first my post here I did have many variants but now understand what many from tis was trying take my money. One word "ESCROW" and 90% seller is go away...

he can widraw those funds from Skrill to bank account or visa then buy btc is more easy for big amount that way
For my country it have 7,5% for send skrill USD to visa card USD and 4.99% for exchange to EUR with some secret rate, 20-40$ for swift transfer and 1% in my bank for take from account.
My current deal have near this looses, but this looses going to peoples who belive in BTC and work with BTC. Direct way from skrill to cash - it pay to corporation for nothing.
Only for information, before skrill did make it for near 4$ only, after it make 7,5% and peoples going convert via swift. When skrill see it - it make convertation to EUR! I have USD on skrill, my bank have USD account, but skrill can do it only when convert to EUR. When I ask why - skrill support say it commercial decision of directors. But I think it monopoly position in the my country.

you can try paxful because there is an option to use skrill to purchase btc

Can you tell me please where is difference between paxful and localbitcoins? As I understand it have same princip of work.
On localbitcoins I make ad with good price, but nobody want maybe because big amount at once or because I'm without reputation...

Why don't you purchase it in the market, I think that would be easier and saver way to do it.
What market are you mean? Localbitcoin have a big difference between preev rate on sell or buy...
