Imagine,some random people message you on facebook asking to return money and you absolutely dont know about that money.

1. Will you give a fck? I mean,keep chatting with that people? Of course not,in your minds this is absolutely a SCAMMER.
2. My answer "no,im african" because i dont event give a fck about you about scammer. And if you view full chat,i just trolling you around. Because for me you were just a scammer,that doesnt require any single fck.
3. Asking your money from the wrong people,is it not an extortion?

1. Create fake facebook account.
2. Message on random people.
3. Ask them to refund money.
4. Look-up information regarding that random people.
5. Based on that information, you extortion people to use that information if they dont want to give a money.  
6. Create fake facebook account masquerade as target people. Add all their friend and create a fake post on that facebook while hoping for people to give a fuck about your speculation and your poor story.
7. Post it on forum,mark people as scammer without a single proof.
8. Ask people to give a money,so you will delete all of this.
