I am not sure on what grounds u are saying that whitepaper is not updated, I have responded in the best possible way a person can with utmost patience.

We hired a freelance writer to finish the Whitepaper for us few months backs, without realizing that to meet the deadlines, he will end up copy-pasting content.
We told him about our vision and how that can be detailed out in writing was the job of the content writer. We are really sorry if there was something that belongs to someone and we accidentally took it over on our shoulders. We were further made are by one of the moderators here last month about the plagiarized content, and as a result, we Redone our Whitepaper including the theme as well.
