If that's the case, The problem lies in your dogecoin's wallet (on where did you sent the withdrawn coins). Can you tell us which wallet are you using? Is it an online wallet or not?
I'm not that knowledgeable when it comes to dogecoins but I'll see what I can do since this thing is also happening in some btc wallets
I have downloaded from dogecoin official site: MultiDoge wallet.

I got transaction details (ID, date, amount) in my HitBTC panel.
But I didnt get any. I got Dogecoin from 2 different exchanger (coinpayments and changer) yesterday and today, I was takes only 1-2 mins!

I have a problem:
When I want to exchange my 2 NEO to ETH, I get this error:
Invalid order: not enough exchange balance for -2.0 NEO/ETH at 0.1054.

Before this exchange, I exchanged all of my IOTA to ETH without any problem!

You mean when we reach the stop loss limit? If yes, then it is better to sell and buy later stage.
I only put stop loss on coins which I don't have a confidence in the long run so I don't want to hold them for long. So if prices reach to the stop loss level I prefer to sell and use that money for other trades.
But for some good altcoins, I will buy and keep it and don't mind if prices go down also because I know in the long run it will go high so I may buy even more coins at that lower price.
I only put stop loss on coins which I don't have a confidence in the long run so I don't want to hold them for long. So if prices reach to the stop loss level I prefer to sell and use that money for other trades.
But for some good altcoins, I will buy and keep it and don't mind if prices go down also because I know in the long run it will go high so I may buy even more coins at that lower price.

Stop: 0.026500 ==>> What does it mean exactly? Selling or Stop buying?

2- The balance is now 0.00869197 BTC
3- When I want to change it to LISK, I get "insufficient error"
Amount: 9
Price: 0.0008491 BTC per 1
Total: 0.007641900 BTC

Hmm. IMO the best multicoin wallet for me at the moment is myetherwallet.com. It's ETH wallet and ERC20 token wallet. It's very secure and easy to use but you can't store your BTC in here. But there are some fake website MEW website so you should be careful when you want to log in your MEW wallet, take a look at the website address before you fill your private key in.
What coins and how many do they support?
