Actually,I don't have anything against Jr member are newbies..but just think, a newbie/Jr member is one who  is just learn't about bitcoins/cryptos and is exploring the forum to primarily  gain knowledge and not lurking for sig campaigns...and a remote chance of venturing into sign campaign..
TBH..I didn't even knew about signature campaigns until after a year I joined this site
I think there should be ratio of newbies to Jr.Members to Members and so on..otherwise 75% will be newbies and Jr members (farmed accounts)

I think the Dev should engage any trusted member to oversee the bounty for spam check/post qlty, etc.Many members will volunteer for this and some SEM skates can be given to compensate the time and efforst

The difference of bitcoin and real money is that bitcoin is a digital money and it can be only be used online and real money can be used anywhere. Also real money is known in every country and bitcoin is only considered and known by some people.

It iss never too late to get into bitcoin.  Buy what you can afford to invest liitle bit each week and accumulate bitcoin over a period of time it would be easy.Invest and wait
