I am a small advertiser (eco-clothing for crypto, ahah!!) and Qchain is perfect for my needs. If Bankera has Visa confirmation, not from WaveCrest, also love it then!

Best ICO? Not sure. But good one Smiley Qchain.co has just started!
ETH/XEM ICO, I joined with XEM bc I think it will go high very soon after btc fork and comsa passes.

BCDiploma, Spectiv, and Qchain look interesting to me and seem to have good teams. 

I am not afraid to invest in Qchain because their ICO is legit and AdTech solutions they provide are simple, natural and not an utopia.
Best ICO because of not aggressive marketing. I am sure that my funds will be used properly and their tokens bring me some x-es.

AdvCash and TenX are down for WaveCrest cards provider issue  Undecided Undecided Undecided

Monaco is the last hope IMO. Unless you are a EU citizen to keep using WaveCrest cards.
