I agree that 2017 year end is the best time for crypto interms of price and especialy earning through trading and participating bounties. In year 2018, I think is not the best time for crypto because until now its november almost end of 2018 but the market in always in deep, all ico is not successful mostly. Agreed for hard punishment who scam in cryptocurrency and launching ICOs only for crowd funding and after that cheating investors emotions or fund and losses their hard money. I faced many ICOs and lost my principle amount to invest in them. Just to prevent  producing scammed ICO's.

Right now ICO can be a rip-off if the people who's developing the coin or token are nameless or they are hiding their genuine identity, another is while the records regarding their challenge is a replica from different initiatives just like the roadmap, whitepaper, or maybe their website online is similar to a domain that has already been offline.
