OK, I found the problem after asking my ISP. The IP connect foreign site is share the same IP with people, unless I reset my hub or the IP will never change.
There must lots of cheaters in our country, I reset again and again to change my IP always got the same massage.
Sorry, I have to giveup this site. 

any website that I can test what PROXY/VPN/TOR I use? I have check all possible still got the massage. Or you block our country/ISP IP (Taiwan)?

NO PROXY/VPN/TOR ALLOWED. But I didnt use any of them still cant login.
