First post here so bare with me

I was asking this on telegram a few days ago for clarification: with no soft cap (minimum target), if the the project will go ahead with launching the Natural Asset Exchange regardless of the outcome of the ICO, why then hold an ICO? Answer was, the project needs the funds to accelerate building of the EARTH ecosystem. Seems plausible, but perhaps a "want" rather than a "need"?
So as it stands, the project has raised $7.5mil, yet the token sale has been extended until
March 2018?
Please correct me if I'm wrong but to me it seems that either
a) Earth doesn't have enough funds -- $7.5million in this ICO economy in which most ICO's seem to be failing seems quite ok to be honest, and nicely done btw! -- to complete the projected milestones, in which case the statement the project will continue regardless of ICO funding seems false, or
b) Earth has enough funding, due to again, statement claiming project will continue regardless of ICO, yet the ICO has been extended by three more months -- smells of money grab?
