The restrictions were introduced back when sockpuppet accounts from Something Awful trolls were so rampant to the point where they outnumbered the genuine users in number of posts. So the goons kind of won in their attack to disrupt the forum.

Is it possible to buy XRP with Ripple without having any XRP? If not, what's the proper way for users who don't qualify for the giveaways to bootstrap their accounts?
