Case two: Similar 1 account = 1 vote , No matter how much the amount, fixed amount of voting.

I think each voting member required to have a minimum 1000 Nxt is a fair idea. You have to make at least a little investment to have a say so. People can't be given more votes simply because they have more NXT. But a limit - like 1000 NXT or 5000 NXT would lessen manipulation.

And The sold part of NXT not to intervene in the market, the market should be allowed to return to freedom. Because this is buyer property, you cannot be too much intervention.

E.g:
Creat a Funds (buy part of NXT back from the original stakeholders)

Nxt market prices :0.0002 BTC

New Nxt user (e.g: Each bitcointalk user) can only buy 10000 NXT @0.00012 BTC from Funds.

If this Nxt user wanted to buy more, he will join the market exchange price 0.0002 BTC.

So the new user can afford the price. and does not interfere with other early investors.

Maybe it should be acquired to stakeholders,  buy back a portion of the NXT, used to Technology Development Award.

Let the market return to freedom?

Otherwise, this may cause the market intervention, and stakeholders can exchange to hold more through market
