Now I'm stuck at 440 days remaining for sync because the bootstrap instructions are not relevant to the wallet. As soon as I catch up to my transactions I'm cashing out. This is ridiculous.

The current instructions still apply.  The bootstrap works but can take a few days depending on your system.  Sometimes the wallet may appear to be frozen but it's likely not, just loading.

The bootstrap is in my daemon folder but it is doing nothing. I'm still 700+ days away from sync
