You can give each pool an equal number of votes and compare the amount of payments.
Now the main role is played not even by the pool % fee, but by the total number of votes. For example, if you give 500 votes to a pool in which there are already 60,000 and in which there are already 30,000, then your payment will differ by a factor of ~2 for the same % fee.

You can install any Linux distrib on a virtual machine. It's about 15-30 minutes with configuring. Just use light weight Linux with simple Desktop. So 1Gb RAM will be enough for that VM
(Like Linux Mint with xfce. It's very similar to Win)
