It means that PBC recommended that coin before it reached that price and it has since gone above it and they haven't revised that price.

For example, in the case of monero let's say they recommended it when monero was sitting at $40. They decided, based on their analysis that it was a good buy up to  $60. Since then it has gone way past that price but they don't feel the need to change their stance on it. What they are basically saying is don't buy it now unless it dips below the $60 level.

Yep DASH recommended up to a buy level of $600. Quite a weak pick I think. Not the earth shattering pick like Ether, NEO etc But he still managed to pump it up a fair bit despite it being a multibillion dollar asset.

The more interesting thing I got from this months report is he has raised the buy level on STORJ coin to $1. While everyone is looking at dash that was a better opportunity in my mind.

The palm beach site is currently down for me so I can't get confirmation on the pick. But the email is out and he says he has found "the paypal of legal cannibis" so it may well be potcoin. Although all pot related coins spiked in the last 20 mins in response to it. Probably due to the site being down and no official pick being confirmed.
