I think most programming language can be used to create blockchain. Easy language such as JS/Python is recommended, but I suggest you to learn a little bit about C/C++ and you also need to learn about hashing Algorithm.
I think the author forgot to mention something very important, at least with the KodakCoin, or maybe he simply did not know (if that is the case you cannot trust anything he wrote, since simple research should have revealed it).
But KodakCoin is NOT a product of Kodak.
If you go to the KodakOne page on kodak.com, you will see that it says the following in the bottom:
"WENN Digital is the creator and operator of the KODAKOne platform and the issuer of the KODAKCoin cryptocurrency.
The Kodak trademark, logo and trade dress are used under license by WENN Digital."
So in reality it has nothing to do with Kodak, they simply licensed the use of their name to a company called WENN Digital.
When you look up WENN Digital, you will find that it is a new subsidiary of WENN Media. So investing in KodakCoin, is not investing in Kodak, but WENN.
You can signup for updates via their kodakcoin.com website and recieve a lightpaper. But so far no specific details regarding ICO or anything like that.
So honestly I can't see why it should be metioned as a TOP 5 ICO.
Similar Envion ICO has been over for more than a month. So not sure it should be there either on an article published today.

In my opinion, you should keep ETH, a lot of coin now running base on ETH. If you want to invest in ICOs, ETH is no 1 for that.
BTC WILL GO TO 4.5K $. Sell NOw and buy again at 4.5K,

Funny topic, i really don't know what is your purpose but you keep forcing people to sell their Bitcoins for what ? You mean that Bitcoin will become worthless ? 800$ for really dumb-ass? What will happen if people just stop buying bitcoin? Will bitcoin be as usable as now Or will it be a step towards the end?
How will the market value react to it, people wanting to sell bitcoin but there is no one to buy.
Bitcoin's market directly affects its value, once people stops buying some bitcoins, its price will decrease drastically and possible to lose its value if it continued. There would be less circulation of bitcoin around the market and will cause infastructures around bitcoin to lose interest on it since no one is already using it. Theoretically, it could be possible to happen but since we all know that bitcoin is just getting started, it is not possible for it to happen during this time. How will the market value react to it, people wanting to sell bitcoin but there is no one to buy.
People stop buying Bitcoin cause of that scare, scare about the Legality of Bitcoin in the nearly future.

Not so sure about that. Analysts expect one more dive of BTC towards the 8000$ area, which would most likely trigger another selloff of altcoins. I guess we will find out this week, not later.
Spoke too soon. Its not over yet, this is the 2nd time that crypto fall, somewhat recovered but we are not out of the woods. I thought that recovery will continue, but its not a case of bull trap again. Although its green again, its below $11K unexpectedly.
Yes, there're some 'experts' saying that bitcoin could dive further south, in the range of $7500-$8K. I guess, only time can tell, prepare ourselves for the worst, either you bail out early or stick to the market as long as you can. Your call.
Plot Twist: The next week after posting this, he ended up selling on a dip and got out of Crypto right after.
