If you have not yet paid the fees to be a level 3 genesis address and you will not able to use the transaction feature but i suggest you try to hold yourself until everything will be clear.
Have you able to created a transaction to the another wallet? I meant if you have already upgraded your generis wallet to the level 3.
I just wanna check it caused by some people still unable to send it even they have already become level 3.
If this is true, then dev should address this, they have a good momentum now, it will hamper that looking forward to have one of mine to get activated, I might sell some of my wallets so I can activate my other wallets.
it has been a long time since the dev was actively answering the question regarding this problem.

We do not really have 32,000 MNE. That is the maximum amount of MNE that can be mined by a L2 or L3 genesis address.
We get about 2 MNE per day and if you are at L3 this Available Balance can be transferred to Livecoin (if and when the wallet comes back online)
So your Total Balance is 32,000 MNE but your Available Balance depends on how many days you have been on L3. In my case, as of today, it is 42.8 MNE
