It is in government's best interest to replace fiat currencies with digital ones as this will eliminate illegal activity. Taxes will have to be paid because the government will be able to track all transactions. Why wouldn't governments want this?
I actually think COSS is a good project . it has a working product (unlike most of the ICOs around here). I hope it gets more attention.

I think this price increase occurred due to the rumours of a partnership with Alibaba - which would be huge if true.

I would choose Monero/Zcash. Anonymity is prized by many (e.g. tax evaders, criminals) and given the steady march of regulation, people who are about anonymity will move their assets from Bitcoin to Monero or Zcash.

Given the amount of ICOs happening now that are built on the Ethereum blockchain (and the upcoming upgrade), I only see upside to Ethereum.

Doubtful - Bitcoin has much better name recognition and has a built in network effect.
