The minimum transaction fee 0.1, it's 10% of the minimum block reward of 1.

Since this post, if you wish to have version 2.1, you need to compiled it from source, dev hasn't push a binary release. It's my opinion, after reviewing the changes to code,  that he is waiting for the fork to release the client.
