I think there is some overlapping between the rules. It says that having multiple accounts is allowed but accounts sales are discouraged. But what happens in case of permanent ban. I have read replies that a member is not allowed to open a new account in that case. But what happens if a member got his account banned and already had other accounts created before the ban ?

This is like a half-joke to me than a sarcasm. This contains half-truth -- based on the current statistics, Meta board is one of the boards that has high rate of giving merits.
Let me tell you my experience. When the merit system was introduced, members used to shower merits on post related to merits. There was a thread from a new member praising the merit system and it got above 50 merit points from 15-20 members in just few hours.
The situation is changed now. Members have realized the some are making these posts with the intention of getting merits only. So, it will not work now, some may put you on their ignore list though.

Price of all alt coin are dependent on bitcoin only. But there are other factors also and ETH is also getting popular as a payment medium.

In some cases, the government should make the projects self sustainable. Like for paying salary of government employees, public companies should be made profitable. Focus should be on giving employment instead of financial help.
That would not be possible with Bitcoin. Because the founder and operator of bitcoin was anonymous and no one could know what he was doing. Therefore Bitcoin ATMs will not be available. But I believe in the revolution of Crypto, there will be altcoins doing this to beat the bank of the world. I hope Hashcard and Credits can do this.
Bitcoin ATMs are already available in some countries. You can get cash fro bitcoins or deposit cash and get bitcoins through these easily.
