i will tell how i am managing such cases.
Find another card just like the damaged one with same memory type.
Put those 2 cards on the board and start windows, it probably will show 1 gpu and 1 with problems or just 1 but the other will be still detectable from atiflash tool.
Use ATIwin flash(ATIFLASH) to download the BIOS from the healthy card.
Use Polaris bios editor to OC the bios and save the new bios.
Flash the non working card with atiflash .
atiflash -p 1 biosModed.rom
I never used moded bios from techpowerup they just don't work, but at least here are all option of atiflash exe

Monero isnt profitable for mining because the nethash and difficulty rised 3 times.
If you need " cpu rig " , multiple boards with multi cpu support you can have blade servers like c7000 HP or more particular the AMD opteron
16 core cpus . The model is BL465c supports dual 16 core cpus the whole chassis handles 16 of them so 32 cpus in total in 10U rack space.
There are still some qty in ebay and amazon i think but its expensive machine for my pocket.

Guys , there was RANDOMX benchmark maybe 1 month ago posted , Loki migrated earlier as you know on same modified version of algo.
I am not using my old rig with RX cards because they are useless same as those old dual XEONS .
dual Opteron 6378 produces around 5kh on 350w not a bad result compared to all other CPUs which makes about 0.50$ per day and this was 1 day ago when NET HASH was 370mh. 
Now NET HASH is 970Mh and by all calculators that means 0=0 .

So currently just vps mining and owners of cpus who produce 10kh earn something like 50 to 80 cents with price at lest 300EU without calculating the MB, RAM etc.

Maybe there are no asics, only fpgas, which probably need less hassle with the algorithm change.

Probably the same devices can provide better hash rate (on same or less power) hence the rise.

The reason for this algo fork was preventing asics and fpgas to be able to mine. The nature of this algo should prevent such devices to be able to mine it.

Actually RAM matters , difference can be 1/3 for RandomX and it comes mainly if you fill all  A,B,C,D banks with at least 1 memory bank.

About picking MN collateral i think 25k is possible value but 50k would look like dangerous investment .
