Yes they had problems, now it is working again.
I was not able to withdraw my BTC.

There is no max number of ICNX coins.
If you buy one ICNX you are buying the Coins which are in the Index. (they will be bought automatically on an exchange like poloniex)
If you sell it the ICNX Token will be destroyed and the Coins will be selled on an exchange.

You only get Beta Access if you have registered you in the Beta access list in ~December.
You can only invest in ICNX when the platform is published for everyone, I was also to late for the Beta access
and must wait.
